Sources for Listed key actives and disclosed percentages
belif's page lists hyaluronic acid, niacinamide and its Napiers formulas as key ingredients, and also features squalane. The Napiers formulas are nine plant extracts marked in the ingredient list (oat kernel, calendula, catnip, raspberry leaf, wild indigo root, chickweed, lady's mantle, horsetail, nettle). No percentages are stated.
Neutrogena's full ingredient list (brand page; Ulta's listing for this version shows the same list) was read: niacinamide, squalane and the nine plant extracts in belif's Napiers formulas are not listed, so they are recorded as 0%. Neutrogena states no hyaluronic acid percentage.

Both contain added fragrance. Neutrogena lists Fragrance and calls it a "signature fragrance". belif lists no "Fragrance" entry, but its ingredient list marks rosemary, lime, geranium and orange peel oils as fragrances of botanical origin and also lists citral, citronellol, limonene, geraniol and linalool.
Comparative performance. Texture, finish and skin outcomes have not been compared. Ulta also sells a newer "Hydro Boost Water Gel" with a different ingredient list (it adds amino acids and urea); this page uses the version whose list matches Neutrogena's own page.
